云南警官学院本科毕业论文 对云南省农村社区警务建设的思考 In yunnan to the construction of rural community policing 专业：治安学本科 学生： 指导老师： 摘要 我国是一个农业大国，农村的社会稳定关系到整个社会的稳步发展，保证农村良好的治安环境显得尤为重要。为了保障农村的良好社会环境，进入21世纪以来，我国大力推进社会主义新农村建设，与之同步进行的是公安机关的农村社区警务建设。 就我省目前农村形势来看，由于我国正处于社会主义初级阶段，处于社会转型期，很多体制机制的不完善致使各种各样的群体性事件、刑事案件、治安案件频发。在此形势下，对农村的社区警务建设要求越来越高，使我省农村警务建设中存在的弊端逐渐凸显，诸如：社区治安防控系统存在漏洞，警务保障、警力配备不足，情报信息不及时，考评机制存在缺陷等问题。为此，强化“以人为本、执法为民”的社区警务理念，因地制宜的划分农村警务社区范围，加大对公安基层硬件基础设施建设的投入力度，加强对农村社区警务的警力配备与工作指导，对开展好农村社区警务工作，维护农村社会稳定有较大意义。为加快社会主义新农村建设做出应有贡献，以全力支持社会主义和谐社会的建设。 关键词：社区；农村社区；社区警务； Abstract：China is a large agricultural nation, rural social stability relates to the whole society, and ensure the steady development of rural good security environment is particularly important. In order to guarantee the good social environment, the countryside since the 21st century, China vigorously promote socialist new rural construction, and the public security organs of the synchronization is the construction of rural community policing.
