万方数据 万方数据 摘 要 城市自来水行业作为具有自然垄断特征的公用行业，是城市市政公用设施的 重要组成部分。为提高政府管制的科学性，促进自来水行业的可持续发展，20 世纪80年代以来，国外纷纷放松进入管制，政府与民营机构联手发展自来水行 业，实行了自来水行业一体化的管理体制、加强水质管理以及污染控制、设立独 立的规制机构等方面的管制改革。而随着供水市场化进程的加快，国内很多城市 也在积极探索完善自来水行业的管理体制，主要从推行特许经营、尝试厂网分离、 推进水价改革以及实行供、排水统一管理等方面推进了自来水行业的管制改革。 潮州虽然近年在自来水行业管制方面进行了初步改革探索，但对自来水行业 的管制仍受传统计划经济的影响，“官督官办”、“多头管理”等方式尚未彻底 退出历史舞台，政企不分、行政垄断现象依然存在。不健全的政府管制体制导致 市场在调节企业经济行为、激励行业内部效率方面的作用没有得到充分发挥。推 进潮州市自来水行业政府管制深化改革，需要加速推进政企分开，实现政府由直 接行政干预向依法间接管制转变；要打破垄断格局，实行厂网分离和企业股权与 治理结构改革，对自然垄断业务和非垄断业务区别管制，做到“放开两头，管住 中间”；要完善成本约束机制，改革并构建科学的价格形成和监督机制；还要进 一步建立健全地方管制法规，强化对自来水行业的公共安全管制等，确保各项管 制政策相互协调。 关键词：自来水行业；政府管制；改革；潮州 万方数据 ABSTRACT Urban tap-water industry naturally has monopoly characteristics, which is of importance part of the citys municipal utilities. In order to improve the government regulation from scientific dimension and promote the sustainable development of tap-water industry, foreign governments were trying to deregulate water market entrance limitation and private agencies were allowed develop related tap-water industries since 1980s.As a result, the implementation of united water management system has strengthened water management and pollution control, and independent government supervision department reform were proceeding well at the same time.
