Abstract: Solving the current ecos stem problem, promoting c clic econom development and building an e-
cocit are a critical issue which needs to be handled immediatel for Daqing. Based on the discussion of ecos s-
tem problems, this paper anal zes the new requirements in the new era for developing an ecocit , w hich in-
clude environment protection, corresponding measures, government decision practice and the new economic op-
eration model. The paper also gives the countermeasures in the aspects of resource advantage development, gen-
eral culture strateg implementation and industrial economic structure adjustment.
