新发展理念下深化国有地勘单位改革的 思考 查方勇朱义林 长安大学地球科学与资源学院国土资源部地质勘查 摘要： 闺有地勘单位必须牢固树立和贯彻落实五大发展理念，加快推进地质工作供给 侧结构性改革:坚持创新驱动，在“调整结构”上下功夫，在“转变方式”上做 文章，在“转型升级”上求实效，推进产业结构优化升级，提升地质工作现代 化水平，增强地勘单位综合竞争能力;坚持协调有序发展，从产业延伸、市场细 分、人才队伍优化等方而补齐发展短板，开拓盈利空间；坚持绿色和谐发展，纠 正发展过程中造成污染等社会问题，主动担负社会责任，打造地勘单位良好形 象，提升社会认可度;坚持开放合作，统筹利用两个市场、两种资源，更好地融 入世界经济，实现发展内外联动;坚持共享共融发展，增强国有地勘单位企业化 改革的A生动力，实现从被动选择到主动应对。 关键词： 五大发展理念;国有地勘单位;深化改革; 查方勇(1982—)，男，安徽省安庆市人，长安大学地球科学与资源 学院副教授，博士，主要从事资源开发与保护方面的教学与研究工作。 收稿曰期:2017-09-07 基金：国土资源大调查项目“全国地勘行业调查分析与评价研宄” (1212011120358) Thoughts on Deepening the Reform of State-owned Geological Prospecting Units under the New Development Concept ZHA Fangyong ZHU Yilin School of Earth Science and Resources，Chang an University; Department of Geological Prospecting， Ministry of Land and Resources; Abstract： The state-owned geological prospecting units must firmly establish ancl implement the five development concepts, and accelerate the supply-side structural reform of the geological work. Firstly, sticking to the strategy of innovation driving, focus on 〃structure adjustment77 and ^transformation mode’’ to promote the optimization and upgrading of industrial structure, to enhance the modernization level of geological work and to strengthen the comprehensive competitiveness of geological survey units. Secondly， sticking to the strategy of coordinated and orderly development, improve the drawbacks from the industry extension, market segmentation, talent team optimization and other aspects to develop the profit space. Thirdly，sticking to the strategy of green and harmonious development, solve the pollution and other social problems in the development process, and take the social responsibility initiatively, to create a good image of geological prospecting units and enhance the social recognition.
