省级公益性地质队伍、地勘单位与中央 公益性地质队伍统筹改革的路径探索 中央财经大学财经研宄院中国地质调查局发展研宄 中心 省级公益性地质队伍、地勘单位与中央公益性地质队伍历史上处于一个系统并接 受统一管理，需要统筹思考、统筹改革。统筹改革需要解决公益性队伍规模偏小、 管理关系不顺、联系协调弱化等问题。本文探索了两种统筹改革的路径，一种是 将地勘单位屮小部分定位为公益类的队伍划转到省级队伍屮，让省级队伍接受 双重领导，让中国地质调奔局从事业局变为国家行政局；另一种是将现有的省级 队伍划归中央队伍，将地勘单位中定位为公益类的队伍重新组建为省级队伍并 接受双重领导，让中国地质调查局从事业局变为国家行政局。 关键词： 公益性地质队伍;地勘单位;统筹改革; 姚震（1983-），男，汉族，江苏睢宁人，副研宂员，，主要从 事资源产业经济研宄，E-mail:yaozhen com。 2017-08-12 基金：国土资源部项0 “地质调查发展路线图与政策研究”资助（编 号：D The co-ordinate reform path of the provincial public geological survey team, the geological exploration units and the central public geological team YAO Zhen Institute of Finance and Economics Research, Central University of Finance and Economics; Abstract： The provincial public geological survey team, the geological exploration units and the central public geological team are of the same origin, so we need to think and reform comprehensively. The coordinate reform needs to solve problems such as small size of public team, bad management relationship and weakened connection. Exploring two paths of the co-ordinate reform, one is to transfer the small part of the geological exploration units designated as a public group to the provincial team, to accept double leadership, to change the China geological survey to be the state administration bureau from public institution. Another is to incorporate the existing provincial teams into the central team, to reorganize part of the geological exploration units located as a non-profit group to be the new provincial team and accepts the dual leadership, then to change the China geological survey to be the state administration bureau from public institution.
