Urban redevelopment in Hong Kong
The partnership experience
Introduction:
The case of Hong Kong has been cited in numerous economic schools of thought as being an “Economic Miracle” (such as the work of Milton Friedman), and supposedly serves as a model for the developing countries to learn from. Far from laissez-faire, the government of Hong Kong has participated in the economy through various historically determined channels – such as land ownership and colonial ruling – which provide the base for her to structure the urban physical form, juxtapose the logic of market force.
Despite the efforts to resettle the people into the permanent residential structure (over 50 per cent of the population lived in public housing in 1996), the permanence of urban slums still poses a heavy burden on the society. In 1996,about 20 per cent (113,000 units) of the domestic premises in the urban area were over 30 years old (Hong Kong Government, 1996). In other words, the state(or the government) is believed to have contributed to the restructuring and reconstituting of the housing problem, through its urban redevelopment programme.
Urban renewal includes redevelopment and rehabilitation of the physical and social fabric of the old urban core. In Hong Kong, urban renewal has been narrowly understood as the physical redevelopment of land with unexploited development potential or land under obsolete uses. This quest for scarce urban space is one result of keen competition for floor space owing to economic and population growth. Government’s own account for the significance of redevelopment runs as follows: “There are geographical and financial constraints on new land production. It is more important, therefore, to encourage redevelopment of land which has not been fully utilized” (Hong Kong Government, 1991).
