By collecting the investment of health expenditure in China and cities in the past five years after the medical reform in 2007， this article analyzes the important economic indicators, including total amount of health investment in Fujian, total health expenditure accounted for the proportion of GDP, total health cost per capita, and financing structure. Through horizontal and vertical contrasts, the article put forwards the characteristics of health expenditure in Fujian, which are “three low” and “two high” ， and then proposes to ensure the stability of government investment, increase social capital investment, improve health insurance policy and expand health investment index. Keyword： health expenditure; investment; financing; 2015年福建省被国家确定为四个综合医改试点省份之一，加之又是改革先行先 试地区 三明市的所在地，改革情况备受关注。药品零加成政策、药品招标 采购机制、咲保改革、人事薪酬制度等改革落地实施对增强各方的改革信心和决 心具有现实意义，所探索形成的主要经验做法对于各地切实推进和有效实施医 改具有示范效应LQ。《福建省“十三五”卫生计生事业发展专项规划》显示，福 建省医疗卫生资源总量“十二五”期间快速增长，各级各类医疗卫生机构 27921所;医疗机构床位17. 32万张，比2010年新增床位6. 09万张，增长51. 18%; 卫生技术人员21. 32万人，比2010年增长48. 25%;每千常住人口医疗机构床位 4. 51张、执业（助理）医师2. 04人、注册护丄? 2. 36人，分别比2010年增加1.47 张、0.45人、0.90人，改善了全省医疗卫生机构的基础设施和医疗条件。卫生 筹资是居民获得健康保护的重要基础与保障，医疗资源的扩张有赖于资金投入。 为了衡量各种渠道资金对于上生事业的投入，采取世界通用的宏观经济指标为 卫生总费用（Total Expenditure on Health, TEH）。TEH是一个以货币形式作 为综合计量手段，全面反映一个国家或地区在一定时期内（通常指一年）全社 会用于医疗卫生服务的资金总额。一个地区的卫生总费用反映了当地卫生资金的 全部流动过程，分析并评价卫生资金的筹集、分配和使用效果，可为各级政府制 定和调整卫生政策提供决策依据m。 一、数据来源及说明 本文中卫生费用相关数据均严格按照国家卫
