R.China, 330047 Abstract At present China is undergoing the fast developing process of urbanization, meanwhile, the gap between the rich and poor is in the trend of expanding. The reason for gap between the rich and poor are manifold, in which public policy and administrative behaviors, etc. have significant impact. Local government should speed up the pattern-transforming to public service oriented-government, supply public goods and service meeting public demand, and create sound institutional and social environment to achieve equal income distribution. Key words Gap between the rich and poor in city Local government factor Service oriented- government 1 Introduction Gap between the rich and poor (GRP in short) as an important index to measure the state of social wealth distribution not only reflects distribution and allocation of economical and social resources but also involves interests of social members and social stableness and development. In recent years GRP in China has been expanding, which has become social focus and one of the problems that must be solved. “In 2000 Gini coefficient of China was 0.458, then it has been close to 0.5 in 2004 which has exceeded 0.4, the security line generally acknowledged. It is increasing by 0.1 percent per year and GRP in China will continuously be enlarging in 10 years.”[1] Some specialists thought that current unequal social distribution of China would shake the very foundations of society. Because of the long existing dual structure between town and country and some reasons in history and geography, etc. China always has relatively large income difference between residents in town and country and different areas.
