The service modes construction for public information resources 1.ZHOU Jing 2.FANG Yao-mei School of economic and management, Tongji University, Shanghai, P.R.China, 200433 Abstract Based on the public goods theory, this paper analyzes the attributes and characteristics of public information resources as one kind of public goods and puts up a general classification of it. It also conceives three basic modes for public information resources service. Through the construction of the modes and expounding the orientation role of the government in the theory, the public information resources can be shared better in the practice. Key words Public goods, Public information resource, Mode 1 Introduction With the development of information economy, information, as one kind of important resource, plays an important role in the process of social development. Information has become the bridge of combination social economy activities and the system of nets while it has adjusting and controlling the activities in the whole society, which is also a catalyst for the development of society, economy and technology. In various kinds of information resources, public information resource is a special kind. It is a general designation for the information resource, which is produced interior of government or exterior government and has affected the activities of the government. In an information society, information just likes the air that is indispensable for human being. The free flow of information is the foundation to the whole market mechanism. The government at all time has the direct or indirect connections to people’s working or living in some way. Therefore, the amount of information in the government is amazing. In some extent, it is hard for us to calculate. According to the statistics, at present every level government departments have assembled almost 80% of amount of society’s information resource.
