User Acceptance: An Appraisal model research on E-Government services 1.LI Jiang-yu 2.YU Hai-bo 1.School of Economic Business Administration, Beijing Normal University, 100875 2.The Institute of Psychology, Chinese Academic of Sciences, 100101 Abstract After having studied the characteristics of several famous international appraisal models of e-government and characteristics of e-government application in China, this paper shows that the e-government evaluation in China shall be focused on the affecting factors which influence user acceptance and the use of e-government services. Based on Technology Acceptance Model (TAM) and other relative researches, this paper further presents an appraisal factors model, appraisal factors index and appraisal formula tailored to Chinese e-government application. Hopefully the paper could bring up more ideas about e-government application appraisal in China. Key words E-government, Appraisal model, Appraisal factors index, Technology acceptance model (TAM) 1 Introduction E-government as a crucial strategy in enhancing government efficiency, effectiveness and democracy has drawn lots of attention by many governments, and massive amount of money has been invested to set up specified functional bodies to accelerate the development of e-government. Moreover, how to effectively assess e-government tools’ performance has become another focus. This in turn further leads to sizeable studies and researches on appraisal systems and implementation of e-government assessment. The typical researching bodies are OECD, United Nations Division for Public Economics and Public Administration (UNDPEPA), American Society for Public Administration (ASPA), IBM, international development center of Harvard University, Accenture, INSEAD etc. Various appraisal indexes are presents by those bodies from multiple views and levels, and main characteristics of these appraisal indexes are summarized below: 1.1 Technological index of infrastructure facil
