题 目: 公共财政支持小城镇建设中的问题和对策 2008年06月16日  摘 要 我国2007年城市化率为43.9%，且年均城市化提高一个百分点左右，已经进入了高速城市化，作为应对这些问题的重要措施，采取了一系列政策措施，促进小城镇发展。综合培育小城镇可能是解决农村和落后地区问题的最有效的途径。 Title The Problems and Solutions of the Construction of Small Towns in the Support of Public Finance Abstract In 2007 ，Chinas urbanization rate has up to 43.9 percent, and one percentage point annually ,has entered a stage of rapid urbanization. But, the urbanization quality is poor, as an important measure, has adopted a series of policy measures to promote the development of small towns. Comprehensive development of small towns is the most effective way to solve the problems of rural and backward areas. This paper, using public finance theory analysis the construction of small towns, by reading a great deal of public finance and construction of small towns of papers and books, raised the important issue: corresponding issues, non-equalization of public services problem, financing difficulties of small towns. And put out the reasons for these problems: the development of small towns lack of the necessary capacity of public finance, financing authority mismatching. Based on the above issues, raised some ways : increase the supply of public goods. the way to support: the central financial support and financing to support the construction of small towns，and create new financial tools.
