Road Map for Transition from Analogue to Digital Television Broadcasting for the Kingdom of BhutanRoyal Government of BhutanApril 2012Table of ContentBackgroundAs per the directive of the Ministry of Information and Communications (MoIC), a task-force was formed to prepare the Road-map for Analogue Switch Off plan for the Kingdom of Bhutan. This is the follow-up on the recommendation of ITU’s study of Digital Broadcasting Migration Bhutan (2010). The Task force comprises of representatives from the MoIC, Bhutan InfoComm and Media Authority (BICMA) and stakeholders (Bhutan Broadcasting Corporation (BBS), Association of Private Cable Operators (APCO), representative of prospective private broadcaster, ICT Association of Bhutan, Bhutan Telecom Ltd (BTL), and TashiInfoComm Ltd (TICL)).The MoIChad sought assistance from ITU todevelop a comprehensive digital broadcasting plan for Bhutan. Based on the request, ITU came out with the report and recommended that the Royal Government must develop a Road Map on when and how migration should occur in Bhutan. The Task force was assigned to determine how, when, and on what basis Digital Television (DTV) migration should occur, and to produce its findings in the form of a digital migration Road Map which would then be submitted to Government for endorsement. The Road-map was develop was guided by ITUpublished guidelines for the transition from analogue to digital television and the introduction ofmobile television. Digital MigrationAlthough Bhutan does not currently use the parts of the Broadcasting Band intended to be cleared by migration to Digital Television, global transition from analogue to digital broadcasting system will ultimately push Bhutan to migrate to digital. The ITU during its 2006Regional Radiocommunication Conference (RRC-06), resolved to switch from analogue to digital broadcasting services by 2015.Due to this global trend, most of the broadcasting manufacturers will soon stop making analogue receivers as well
