METHODS ：Starting with the definition and necessity of social value judgment ，based on theoretic analysis ，the practice of medical technology assessment in NICE was studied. RESULTS CONCLUSIONS ：Social value judgment is an impor- tant part of the medical technology assessment. It can determine the efficiency and fairness of the allocation of healthcare resources. In UK ，NICE in this field provides rich experience for the formulation of related policies about medical technology assessment in China from the respective of theoretic source ，pragmatic approaches ，the formulation of organization and institutions as well as the principles of procedural justice.
