But the mi provement of forest tree varieties is a comp licated system atic engineering, covering the selection and breed ing, propagation, production, market dem and and supp ly of fine tree varieties, and the mechan ism of interest d istribution. As each of the phases and links in the process show s d ifferent characteristics, policy support should be sought correspondingly from the public finance accord ing to the present actual conditions.
