As college students are the pacesetters of the plan, colleges and universities becomes the key battle- field for public entrepreneurship and innovation. Thus, the 1st Internet Plus Innovation and Entrepreneurship Contest for College Students initiated by the Ministry of Education with several other ministries, which provides a new carri- er for deepening the reform of innovation and entrepreneurship education in colleges and universities. This paper summarizes some of the highlights and analyzes the aspects needs improving in the contest. Sequentially, a Four All mode is put forward, providing a new starting and breakthrough for constructing a new talent training system for in- novation and entrepreneurship education.
