AbstractSince1.8billionmuofcultivatedlandredlinepolicyhavebeenproposed,inourcountry thesystemofprotectingcultivatedlandhasbeenwasmorestringent.The cultivatedland requisition-compensationbalance systemisthe strategic policyofthe countryinorder to protecting cultivated land, notonlyto solve the problemof regional food security, butalso comply with the requirementsof sustainable developmenttheory.Thispaperideasisarablelandreserveresourcesdevelopmenttoimplementingthe cultivated landrequisition-compensationbalance,Mangshicityhasbeenselected toresearch instancein the southwestern Yunnanprovince minorityareas, developed rapidlyin recentyears. The suitabilityevaluationandcultivatedlandrequisition-compensationbalancewerestudied,based on map data ofthesecondnationallandsurveyresults,byGIStechnology,mathematical modelsand analysistechniquesmethods.Thispaperstudyingmainlythreeaspect:(1)Evaluating suitabilityofarablelandreserveresourcesinMangshicityandanalyzingarablelandreserve resources distributed and influencing factors; (2)The scheme of complement meetto overallland useplanning theconstructionoftakingupcultivatedland,accordingtothe suitability evaluationmethodsandresultsasthebasis,combinedwith the actualsituation of Mangshicityareobtained;(3)Thecountermeasuresareraisedofarablelandreserveresourcesto reasonable developmentandrealize the land sustainable use.Through the studying, draw the following conclusions:Atpresenttherewerestillacertainnumberofarablelandreserveresourcesof appropriatefarming,thetotalamountedto8892.30hm2,accountingfor61.67%inMangshicity. Theoverallqualityofreserveresourcesofcultivatedlandishigh,oneortwoclassessuitable reserveresourcesofcultivatedlandofquantityaccountedfortheoverwhelmingmajority, accountingfor92.72%oftotalamountofarablelandreserveresources;shouldnotbereserve farmlandresourcesforatotalof5298.36hm2,firstandsecondclassland,accountedforthevast majorityof,respectivelyaccountingfor73.18%and21.35%,concentrationdistributionineaster
