系统工程的角度，提出了保证湖南电网PDCA调度管理模式实施的责任体系、保障体系、监控体系和应急体系，可持续提高调度系统执行力和工作质量的过程监督、工作评价、劳动竞赛及绩效考核等四个机制。结合湖南省电力公司调度运行管理系统（OMS）的建设，将本文的相关研究成果应用于OMS的流程开发，提高了OMS的建设质量；此外，在检查环节引入过程监控，可提前预防发生差错或事故，改进了PDCA的循环质量。关键词：湖南电网；调度管理；PDCA；机制AbstractDispatching,whichlaythefoundationforreliable,economicaloperationoftheelectricalgridandthestandardoperationoftheelectricitymarket,willpromotetheoptimalallocationofelectricalresource.Itisasystematicprojectwithgoodorganization,sophisticatedtechnology,andgreatresponsibility.WiththedevelopmentofUHVsmartgrid,theconfigurationandfunctionoftheHunangridiswitnessingdramaticchange,whichposesnewchallengeandrequirementofdispatching.Inordertokeepthereliableoperationofthewholegridtoachieveoptimalallocationofelectricalresourceandsafeusageofelectricity,it’surgenttopromoteareformofthedispatchingtooptimizethecoreoperationflow,improveoperationalefficiency,inordertoimproveourcapabilityinmanaginghugegrid.Firstly，usingPDCAmethod,wedescribetheproblemofthedispatchingfromfourrespects,includingworkplanning,missionimplementation,appraisal,andsummarizingexperience,bysystematicanalyzingthedispatchingofthegrid.Afterthat,wedescribetheoriginoftheseproblemsfromfouraspect,involvingmanagementsystem,organizationalstructure,institutionalimprovementandtechnicalsupport.Secondly,accordingtothebasicregularandthemainstreamofdispatching,wedefinethebasicrequirementsanddutyofdifferentpartofgridindispatching,andconstructPDCA-baseddispatchingpatternofHunangrid.Afterthat,wedescribethewholeprocedureofPDCA-baseddispatching,includinghorizontalandverticalprocess,andsafetycontrolprocessofoperationdepartment.Finally,fromasystemsengineeringperspective,weproposeobligationsystem,ensuringsystem,monitoringsystem,andemergencysystems,inordertoimprovetheexecutionandprocessmonitoring,jobevaluation,laboremulation,performanceappraisaloftheperformancequality.WeimplementourresearchfindingsindevelopingOMStoimproveitsquality.Besides,weuseprocedurecontrolincheckinglinkstopreventaccidentandimprovethePDCAcirculating.Key
