The optimization research of taxpaying services is not only an inherent requirement of service-oriented government ,but also an inevitable choice of the reform of tax collection .Compared with the taxpayers needs and expectation, the current means of our taxpaying services needs improving. It is difficult to fully meet the needs of the development of the tax situation. The awareness of taxpaying service needs to be improved, the means of taxpaying service needs to be enhanced, and the system of taxpaying service needs to be more sound. It is of great significance to standardize and upgrade taxpaying system This thesis analysises the theoretical basis of the taxpaying services from the view of the new public management .Meanwhile, it points out the current stage of Shanghai’s taxpaying service .The thesis finally indicates that it is necessary to establish the philosophy of customer and strengthen the concept of  taxpaying service, to introduce entrepreneurship government and innovate the means of taxpaying service, to promote the socialization of taxpaying services and realize target control.
