建筑业企业资金管理体系的构建与优化 —以HR为例摘要资金管理作为现代企业财务管理的核心，关系到企业的每一个领域和环节中，直接影响到企业未来的生存与发展。建筑业企业的发展随着中国经济的高速增长，无论是在总量上还是在规模上，都处于高速发展的阶段。建筑企业在高速发展的同时，往往忽视资金管理，尤其是一些中小型建筑型企业。因此，研究建筑业中小企业资金管理体系的构建问题，解决建筑业企业发展过程中存在的财务管理问题，具有一定的理论意义与应用价值。本文在分析国内外当前对资金管理问题的基础上，系统性地回顾了资金管理所涉及到的相关理论与内容，并总结了建筑业企业资金管理所具有的显著特征。运用SWOT分析法，对当前我国建筑业企业财务管理现状进行了分析与总结，主要分析了当前我国建筑业企业所存在的问题，并对问题进行了系统性分析。提出财务管理中对于安全管理成本和质量管理成本应单独核算，并应将其视为投资性支出，来进行财务管控。对于建筑企业普遍存在的存货资金占用量大、周转期较长的特点，提出建筑企业以工程项目预算为前提，项目的施工过程中成本的发生必须有项目预算为前提，以无预算的不允许列支，超预算成本，审核后列支的原则。对于项目过程中的资金支出的管理，提出分包的付款根据背靠背原则，来优化建筑企业资金管理中的资金管理。最后，以一个具体的案例公司为例，对本文所构建的优化建筑业企业资金管理体系的政策建议进行了例证说明。关键词：建筑业；财务管理；资金管理；HR建设集团ConstructionandOptimizationofFundManagementSysteminConstructionIndustry:IllustratedbytheCaseof HRGroupAbstractAsthecoreofmodernenterprisemanagement,fund management, relating to every fieldoftheenterprise,directlyaffectsthesurvivalandthedevelopmentoftheenterprise. WiththedevelopmentoftheChina’srapideconomicgrowth,thedevelopmentofthe constructionenterprisesisalsoprogressingrapidly.Butthefundmanagementproblemis oftenignoredbythemajorityoftheconstructionenterprises.Therefore,itismeaningfulto researchtheconstructionandoptimizationofthefundmanagementsysteminconstruction enterprisestosolveexistingproblemsintheprocessoffundmanagement,notonlyin theoreticaspect,butalsointheapplicationaspect.Basedontheanalysisoftheexistingproblemsoffundmanagement,thispaperstudied systematicallytherelatingtheoriesandcontentsoffundmanagement,andsummarizedthe notablecharacteristicsintheconstructionenterprise.WiththeSWOTanalysisonthe currentsituationandproblemsofthefundmanagementintheconstructionenterprises,this paperanalyzedandsummarizedthecurrentsituationofChina’sconstructionenterprises.Tosupervisetheenterprisefinance,thispaperproposedthatsafetymanagementcost andqualitymanagementcostshouldberegardedastheinvestmentexpenditureandbe accountedindependently.Forthelargeamountandthelongturnaroundofstockfunds,this paperproposedthatthecostpaymentshouldbebasedontheprogrambudgetofthe constructione
