On the one hand, an economy on resources is intended to be the basic national policy by the new energy conservation law on the legal aspect. But on the other hand, the jurisprudence of the energy-saving and the emission-reduction is imperfect in our nation and the actual effect of the new energy law is to be checked. Research on the energy-saving and emission-reduction in the aspect of the legal adjustment mechanism is still in the imitational stage on the educational circles.This subject is directed by the guideline of the Deng Xiaoping theory and the three represents theory. It will place the energy-conservation and the emission-reduction in the field of the economic constitution and environmental law and implement the scientific thought of development, fasten the perfect of the theory of the legal adjustment mechanism of the energy-saving and the energy efficiency promotion.
