ABSTRACTTheoverstaffandlowefficiencyofresidentialdistrictadministration institutionistheobstacleofsocialdevelopment,andalsoitcannotadaptforthe publicserverrequirementofpeople.Thekeyreasonoftheoverstaffandlow efficiencyisthelostactualrewardforfront-lineadministrationmanagementstaff ineachresidentialdistrict.Therewardsystemisthewaytoacceleratestaffactivity,initiationand creativity.Therewardsystemhasthesignificantuseinonecompanyasitcan stimulatestaffpotential.However,theactualrewardforfront-lineadministration managementstaffineachresidentialdistrictwasnotraisedtohighattention.The researchtakesonestreetplantingandCityconstructionmanagementbureaufor exampletocomparewithdifferentcompaniesandforeignrewardsystemand analyzefromaspectofHumanresource.
