建筑工程担保风险预警机制分析-analysis of early warning mechanism of construction guarantee risk

摘要为了规避和控制建筑工程风险、维护建筑市场秩序，我国大力推行了工程担保制度。它是有效保障工程建设顺利进行的一个重要手段，也是保证工程参与各方守信履约的风险管理机制。工程担保在我国的推行虽然取得了一定的成绩，但仍有许多需要完善的地方，其中，担保机构如何建立一套行之有效的风险预警控制体系一直是工程担保行业有待解决的问题。本文主要工作在于全面、系统地研究建筑工程担保的风险管理问题。首先是对工程担保及工程担保相关理论进行综述，然后对现行工程担保机构担保定价进行了一个总体概括，分析得出现行定价理论与做法的一些缺陷，同时引入VaR理论，提出工程担保风险定价方法。最后建立了建筑工程担保的风险指标体系，并对运用层次分析法与德尔菲法相结合的方法对建筑工程担保的风险进行预警，并根据预警得出的风险走势进行相应的风险处理。工程担保是一个高风险的行业，因此，行之有效的风险预警控制体系才能使担保机构顺利规避各种风险，确保工程质量，保证工程建设各环节按合同约定履行，保证工程款及时支付，促进工程担保行业快速健康发展，并最终推动整个建筑市场的健康发展。关键词：工程担保工程担保风险VaRAHP德尔菲法风险预警AbstractChinaimpelstheengineeringguaranteesystemtoavoidtheriskandmaintainthemarketorder.It`sagoodmethodtoguaranteethebuildingandensuretheparticipatesmeettheirsengagements.Wehavegotsomemoreimprovement.oneoftheproblemishowtobuildaneffectiveriskcontrolsystem.Thispapermainlyworkinanall-roundandsystematicresearchoftheconstructionprojectofthesecurityriskmanagement.Thefirstistoguaranteeandengineeringguaranteerelatedengineeringtheory,thispapersummarizesthecurrentengineeringguaranteeagenciesandguaranteepricingforanoverallsummaryandanalysisthecurrentpricingtheoryandpracticesofsomedefects,andatthesametimeintroducingVaRtheory,thispaperproposesaprojectguaranteeriskpricingmethod.Finallybuilttheconstructionprojectofthesecurityriskindexsystem,andusingAHPandtheDelphimethodofconstructionengineeringofthemethodofcombiningtheriskguaranteewarning,andaccordingtotheriskofearlywarningthattrendofthecorrespondingrisktreatment.Engineeringguaranteeisahighriskrank,soaneffectivesystemcanhelptheorganizationtoavoidtheriskandinsurethequalityofthebuildingandthecontractcanfinishontime.Itcanalsoinsurethepaymentandimprovethehealthydevelopmentoftheengineeringassuresystemandthearchitecture.Keywords:Engineeringguarantee;Projectguaranteerisk;VaR;AHP;delphimethod;riskearly-warming目录1绪论..............................................................................................................11.1论文研究的背景及意义.............................................................................................11.2工程担保风险管理研究与应用的国内外发展现状
