The company is planning to impose the vitality of organization development and to improve management ability by conducting lean production project in its pilot units.The paper generally introduces the evolution of management theory that derives from lean production then lean service to lean strategy. Based on the analysis of Tianjin water works Group’s present management system, the paper discusses the management foundation of introducing lean management, expounds the significant effect of lean management on the improvement of the company’s ability to supply qualified water, to handling the urgent unexpected events, to administrate innovatively, and on the boost of corporate culture cohesion. The literature presents the lean strategy planning and general water pilot units’ introduction program of Tianjin water works Group in terms of lean management. According to the production conditions, based on the principles of lean production theory, starting from the 5s field management, 8 subjects are carried on which including the analysis of office paper saving and warehouse optimizing based on value stream, optimum medicament experiments based on lean six sigma DOE (design of experiment), the research of water saving node based on value engineering and financial assessment, the composing of waterworks reserve plan based on FMEA (Failure Mode and Effects Analysis).
