度。首先分别考察了美国、日本及孟加拉国有利于农村消费需求扩大的金融法律制度，然后总结了它们在完善农村金融法律制度以扩大农村消费的成功经验，提出了扩大我国农村消费需求的金融法律制度建设的几点启示。第五部分论述了完善我国扩大农村消费需求的金融法律制度的建议。从农村金融组织法律制度、金融服务法律制度及金融监管法律制度三个方面展开。首先，应当在法律上明确农村金融组织尤其是农村信用社、农业发展银行及民间金融机构的性质地位、运行结构及功能目标等，使其拥有独立的法律资格，从而繁荣农村金融市场；其次，完善农村金融服务法律制度，创新农村金融服务产品，健全包括农地抵押和小额信贷在内的金融融资服务制度，以满足扩大农村消费的服务需求；最后，建立符合我国国情的农村金融监管法律制度，转变农村金融的监管理念、创新监管方式及实行差别化的农村金融监管，为扩大我国农村消费需求营造一个完善的农村金融秩序。关键词：农村消费；农村金融；法律制度；制度完善AbstractSince2008,affectedbytheU.S.financialcrisis,theappreciationoftheRenminbiandotherfactors,Chinasexport-andinvestment-orientedmacro-economicgrowthhasbeenfacingtremendouspressure.Inthiscase,expandingdomesticdemandhasonceagainarousedwidespreadconcerninthecommunity.Toexpanddomesticdemandandtomaintaingrowthhasbecomethemajorstrategyofthecurrentmacroeconomicpolicies.AsforChina’spopulationstructure,thereareoversevenhundredmillionspeoplelivinginruralareas,andtheruralconsumermarkethasgreatpotential,thustoouractualsituation,thekeyistoexpandingdomesticdemandliesinexpandingdomesticdemandinruralareasandstimulatingconsumptionandinvestmentofthefarmers.Howtoexploittheruralconsumptionmarketandtostimulatetheconsumptionoffarmershasbecomethefocusofattention.Ruralfinanceisthecoreofthemodernruraleconomy,andtheexpansionofconsumerdemandinruralareascannotbeseparatedfromthestrongsupportoftheruralfinance,andimprovingtheruralfinanciallegalsystemconstructionprovidesprotectionforthedevelopmentofruralfinancialsystem,andplaysaveryimportantrolefortheexpansionofconsumerdemandinruralareas.Inthiscontext,improvingthefinanciallegalsystemandexpandingruralconsumptionshouldstatefromtherelatedconceptofconnotation,analyzingtheimpactandtheproblemsofthefinanciallegalsystemtoexpandruralconsumption,inordertoraisethesuggestionsforimprovementofthefinanciallegalsystemtohelpexpandingruralconsumptiondemand.Thecontentspecificallyincludesthefollowingsections:Thefirstpartistheintroduction,whichintroducedthesignificance,andtheresearchtothehomeandabroad,andtheresearchmethodsofthefinanciallegalsystemofexpandingrura
