摘要在我国劳动力市场扭曲的体制背景下，农村剩余劳动力在转移过程中遇到 了一系列的制度问题，其就业被人为的影响，由此带来了严重的社会和经济问 题。从 20 世纪 80 年代开始，我国逐步向市场经济体制迈进。随着改革的不断 深入，劳动力市场逐步得到发育，农业与非农业劳动力市场之间以及农村与城 市劳动力市场之间的联系逐步建立起来。在劳动力供求信号的引导下，农村劳 动力自发地从农业部门转移到非农业部门，从农村流向城市。但由于我国劳动 力市场体制、就业机制等的扭曲，就业矛盾问题非常突出，农民工很难在城市 稳定下来。基于此，本文将农民工就业稳定性作为研究对象，并将该问题置入劳动力 市场扭曲的体制框架下来研究。以我国劳动力市场的基本状况为主线，把农民 工就业和当前我国特殊的制度背景联系起来，认为只有破除各种阻碍农民工迁 移和就业的制度性障碍，引导农村劳动力提高人力资本存量，安排合理有序的 流动，实现资源的优化配置，快速推进我国劳动力市场的市场化改革，才能真 正解决当前农民工就业的诸多问题，实现真正意义上的劳动力市场一体化。本文试图在以下几个方面有所创新：1.从劳动力市场扭曲条件下分析农民工的就业问题，探讨从劳动力市场建 设的角度来推进农民工就业制度和劳动建立完善的机制和措施。2．对我国劳动力市场扭曲条件下的农民工的就业稳定性问题进行了深入分 析,界定了劳动力市场扭曲与农民工劳动力市场就业稳定性的关系及二者之间 的作用机制，丰富了我国特色农民工劳动力市场理论。3．探寻通过建立统一、竞争、开放、有序的现代劳动力市场体系来推进我 国现代市场体系的形成途径和方法。关键词：劳动力市场扭曲农民工就业稳定性AbstractUnder the background of the distoration of labor market in China，there is a series of insitutional obstacles in the course of farmer workers migration， therefore a number of social and economic problems occurred.From the 1980s, China began to gradually move to a market economy. With the continuous deepening of economical innovation , the gradual development of the labor market, agriculture and non-agricultural labor market and between rural and urban labor market linkages and gradually built up. Signal in the labor supply and demand under the guidance of the rural labor spontaneously from the agricultural sector into non-agricultural sector, from rural to urban areas. However, due to the multiple of labor market segmentation, very prominent contradictions and problems of employment, migrant workers in cities is difficult to stabilize.Based on this, the stability of the employment of farmer workers as a research object of my research ， and I studied it under the background of multi-splitsegmentation of the labor market in our country. The basic division of labor market conditions as the main line, the employment of farmer workers and the current institutional context of Chinas special link, just get rid of various obstacles that migration and employment of far
