摘要中国自古以来就有助人为乐的传统美德，上世纪六十年代毛泽东主席发起的学雷锋运动是一次极具中国特色的志愿服务运动，也是我国志愿服务的萌芽。改革开放之后，随着中国社会体制的改革，志愿组织作为政府职能的补充，迅速发展起来，志愿活动形式多样，服务领域广泛，志愿者队伍不断壮大。在我国志愿服务发展的几十年时间里，志愿组织不断成长，中国青年志愿组织继续发挥着不可替代的中坚力量，在多领域形成了一批重点服务项目；社区志愿组织以其依托社区发展的独特优势在城市建设中发挥不可忽视的作用，为广大社区群众提供便利；而在我国分布广泛的草根志愿组织也为更多基层群众提供了多方面的服务，受到了社会的极大关注。但是，在志愿组织蓬勃发展的过程中，仍然存在着很多问题，除了志愿者本身和社会大环境的影响外，本文从政府推动志愿组织发展的角度，论述了制约志愿组织发展的各种因素，包括立法缺失、管理机制不健全、政府与志愿组织沟通不畅、政府在弘扬志愿精神方面的工作有待加强等，这些问题成为困扰志愿组织发展的障碍。因此，为了解决问题，扫清障碍，促进志愿组织的持续健康发展，增加政府与志愿组织的合作，政府应该转变职能，加强服务型政府建设。本文提出了政府培育志愿组织发展的路径，包括制定法规政策，完善法制环境；增加政府投入，完善培训、注册、监督、激励机制，健全政府管理体制；建立志愿组织与政府的良好沟通机制；增强对志愿精神的培育等方面，通过种种对策，促进政府在志愿组织发展中发挥更加积极的作用，从而推动志愿组织的长远发展，为中国社会主义和谐社会的建设做出贡献。关键词：政府；志愿组织；志愿服务；路径IABSTRACTSinceancienttimes,Chinahasthetraditionalvirtueofhelpingothers,inthe1960s,thecampaignoflearningfromLeiFenginitiatedbyChairmanMaoZedongisavoluntaryservicewithChinesecharacteristics,anditisalsothesproutofvolunteerserviceinChina.Afterthereformandopeningup,withthereformofChinassocialsystem,volunteerorganization,asthesupplementofthefunctionsofthegovernment,developedrapidly.Indecade’stime,volunteerorganizationgrowsup.ChinaYouthVolunteersOrganizationcontinuetoplayanirreplaceablerole,formanumberofkeyserviceprojectsinmanyfields;CommunityVolunteerOrganization,whichwithitsuniqueadvantageofdependingonthecommunity,playanimportantroleintheconstructionofthecities,provideconvenienceforthegeneralcommunity;Thegrassrootsorganizationinourcountryarewidely,theyprovideafullrangeofservicesformoregrass-rootsmass,andalsoreceivedgreatattention.However,therearestillmanyproblemsintheprocess.inadditiontothevolunteersthemselvesandtheinfluenceofthesocialenvironment,thisarticlefromtheperspectiveoftherelationshipbetweenthegovernmentandvolunteerorganizations,discussesvariousfactors,includingthelackoflegislation,managementsystemisnotperfect,communicationbetweengovernmentandvolunteerorganizationisnotfree,theworkofpromotionofvolunteerismneedstobestrengthenedandsoon,theseproblemsbecometheobstaclesinthedevelopmentofvolunteerorganizatio
