内容提要据有关资料统计 到 2002 年上半年 中国民营企业增长到 221.52 万户 从 业人员增长到 2931.61 万人 注册资金增长到 2.1042 万亿元 产值增长到 7371.83 亿元 民营经济日益成为推动我国经济发展的主导力量本文对现阶段民营企业发展过程中遇到的诸多问题进行了探讨 提出了一系 列的应对办法 并重点探讨了民营企业的财务战略问题 民营企业财务战略的主 要任务就是在对企业发展战略和现有的资金市场充分认识的基础上 根据企业财 务的实际情况 选择企业的投资方向 确定融资渠道和方法 调整企业内部财务 结构 保证企业经营活动对资金的需要 以最佳的资金利用效果来帮助企业实现 战略目标本文认为在我国入世之后当前政府应当配合企业做如下工作首先 按照 WTO 遵循的基本原则提升民营企业的地位其次加大行政审批制度改 革力度为民营企业的发展降低成本第三加快政府职能转变全面改善民营 企业的发展环境第四根据市场经济发展的需要加快制定各种法律法规 第五拓展民营企业的融资渠道为民营企业的发展提供第一推动力作为民营企业本身来讲要学会引进来学会鲁迅先生曾提倡的拿来主 义然后才能走出去要引进人才技术和资金中国加入 WTO 为中国的产 业资本与金融资本的融和提供了广阔的道路加速了中国市场经济发展的速度 只要抓住加入 WTO 这一契机,抓住中国金融业开放的这个机遇,认真学习资本运 作客观规律,大胆使用专业人才,在产业资本与金融资本融和方面,中国企业家们 一定会走出自己的新路笔者对自己曾经工作过的一个民营企业东方公司进行了分析指出其所 存在的问题并提出了一些决策建议囿于时间和水平论文仅对一部分问题进行了初步探讨而且纰谬挂漏 在所难免感谢我的指导老师张建平教授 张教授在百忙之中给予我指导 关心和鼓励 使我完成了研究生学习的最后一课 感谢所有在校期间教过我的师长 感谢我的 家人同学和朋友们AbstractAccording to related statistic data, the number of private enterprises increased to221.52 million, the employees increased to 2931.61 million ,the paid- in capital increased to 2.1042 trillion and the production value increased to 737.183 billion by the first half year of 2002.I thought the above indicated that the private economy has been the leading power in the economy development of China.I discussed some problems encountered in the growing process of the private enterprises, brought forward a series of means to solve these problems and specially investigated the financial strategies of these enterprises. The main financial strategy is how to choose the investment ways, to ensure financing channel and methods, to regulate the internal financial structures based on the whole developing strategy and the actual financial situation of the private enterprises and the fully understanding of the current capital markets.
