摘要摘要1994年分税制改革基本规范了中央和省的财政关系，随后省以下财政体制改革开始推进，在省与市县财政体制逐步规范的同时，县乡财政体制改革的复杂性以及乡镇级财政困难问题却日益突出，如何缓解乡镇级财政困难，理顺县乡财政管理体制成为财政部门和理论界迫切需要解决的重大现实问题。基于中国的国情，在目前构建和谐社会背景下，积极探索乡镇财政解困之路意义尤为深远。随着社会主义市场经济体制的建立和公共财政改革的深入，特别是农村税费改革后，乡镇财政运行和管理的条件及环境发生了很大变化，已经不能适应农村经济与社会发展新形势的需要，乡镇财政的运行和管理存在一些亟待解决的矛盾和问题。本文从宁津县乡镇财政管理体制的回顾和乡镇财政面临的困境分析入手，通过对“乡财县管”改革的背景、理论基础、管理模式、主要内容的系统论述，在肯定其取得阶段性成果的基础上，反思“乡财县管”所带来的问题，探讨乡镇财政困难与基层财政管理体制、政府层级改革的关系，探索县乡财政管理体制改革的新路径。本文通过案例分析对基层财政体制改革进行了深入系统的研究，对完善公共财政体制、巩固农村税费改革成果、解决基层财政困难、建设社会主义新农村有重大的现实意义。全文分为五部分。第一章介绍了本文选题背景和研究意义，以及研究范围与方法等基本问题；第二章为基层财政管理体制理论与改革实践综述。从分税制关于地方财政收入与支出划分、目前的预算级次、乡镇财政职能定位出发，分析了乡镇财政面临的困境，进而论述了基层财政管理改革的新方式—“乡财县管”的研究现状。第三章着重对东部地区欠发达农业大县的代表—宁津县的“乡财县管”改革进行回顾和评述。第四章对宁津县“乡财县管”改革存在的问题进行反思，进而拓展思路，探索乡镇财政管理体制改革新路径，特别是对经济欠发达县乡财政管理体制改革要因地制宜，在财政改革中坚持体制调整和管理创新并行。关键词：宁津县；乡镇财政；乡财县管；财政管理体制改革ABSTRACTAbstractThereformofthesystemoftaxdistributionintheyear1994standardizedthefinancialrelationshipbetweencentralandprovincialgovernment.Afterwards,alongwiththepromotionoffinancialsystemreformbelowprovinciallevelandthegradualstandardizationoffinancialsysteminprovincesandcities,thecomplexityoffinancialsystemreformatcountyandtownlevelsandtheproblemoffinancialdifficultiesatcountylevelarebecomingincreasinglypressing.Howtomitigatethefinancialdifficultiesatcountylevelandvitalizethefinancialmanagementsystemreformatcountyandtownlevelshavebecomevitallyrealisticproblemsinurgentneedofsolutionfromfinancialdepartmentsandtheoreticalfields.BaseduponthestatusquoinChinaandagainstthebackgroundofbuildingaharmonioussociety,itisimperativetoexplorethesolutiontoruralfinancialdifficultiesonourinitiative.Withtheestablishmentofsocialistmarketeconomyandthedeepeningofpublicfinancialreform,especiallyaftertheruraltaxreform,theconditionsofruralfinancialoperationandmanagementarechangingalot,nolongermeetingtheneedsofthenewsituationsofruraleconomyandsocialdevelopment.Thedevelopmentofruralfinancehasmettheunprecedenteddifficultieswhiletherearesomeconflictsandproblemsinurgentneedofsolutioninoperationandmanage
