摘 要经济全球化、市场国际化的快速发展，企业之间的竞争越来越激烈，企业为 了降低成本、提升信息化水平，从而提高核心竞争力，纷纷实施外包活动，信息 技术外包越来越受到重视。信息技术外包在美国已是一种极为普遍的现象，欧洲 与亚洲也在朝这个方向发展,已经成为一种潮流。同时,企业信息化进程中信息技 术的外包在许多方面都具有独特性，外包业务中双方信息的不对称、有限理性等 原因，要求外包采用一定的运作方法、管理技能和审慎的态度。因此，对信息技 术外包实务进行探讨，来指导信息技术外包的实践活动，具有一定的理论价值和 现实意义。论文首先对信息技术外包的相关文献进行回顾，说明了本论文研究的意义、 内容与方法，系统分析信息技术外包的来源、分类及其研究的内容，对信息技术 外包的基础理论和研究进展做了概述。其次，从企业内外部环境出发，强调了信息技术在企业信息化中的重要支撑 作用，对企业信息化建设的有效途径——信息技术外包的动因、阻碍因素和风险 进行了分析，指出信息技术外包对企业的信息化建设、运作成本、资源配置等方 面的优势作用。再次，介绍了企业信息化中信息技术外包的主体与方式的选择，即企业选择 信息技术外包这种方式与哪些因素有关以及外包的三种方式：零外包、选择性外 包和整体性外包。给出企业选择信息技术外包承包商的标准并对相关指标进行了 分析，强调服务外包三种形式合同签订的要点及后续控制工作。随后，为了满足信息技术外包在企业信息化发展中的迫切需要，根据实地调 研，对合肥市信息技术外包进行了实证研究。分析了合肥市信息技术外包产业的 现状，指出合肥市信息技术外包的优势、劣势，存在的机会和面临的挑战，提出 了合肥市发展信息技术外包的对策建议。最后，对论文的主要结论进行归纳，总结出论文的主要研究工作、局限性和 今后需要进一步开展的工作。关键词：企业信息化；信息技术外包；动因分析；SWOT 分析AbstractEconomic globalization, the market internationalization’s development, causes competition among enterprises to be getting more and more intense, in order to reduce costs, enhance the level of information, thereby enhancing the core competitiveness, companies are outsourcing the implementation of activities, information technology outsourcing more and more be taken seriously.
