摘要在经济全球化的背景 下，技术标准已成为 高技术企业间竞争的 制高点，谁掌 握了标准，谁就掌握了市场的主动权。但是技术标准的研发与设定是个长期、艰 苦的过程，资金、技术等方面的风险都已超出单一企业所能承受的范围，技术标 准联盟作为技术标准设定与推广的助推器便应运而生。纵观国内外文献表明：稳 定率低和失败率高是困扰联盟发展的重要问题，因此进行高技术企业技术标准联 盟稳定性控制研究对促进联盟稳定运行和标准的研发与设定具有重要的现实意义。本文从过程视角出发 ，通过定性与定量分 析相结合的方法对技 术标准联盟的内涵与特征、运行机理和稳定性控制进行了系统研究 。主要研究内容如下：首先， 对研究对象进行界定，明晰了高技术企业技术标准联盟和联盟稳定性控制的内涵 和特征。其次，通过梳理国内外学者的研究现状和研究进展，找到了维持高技术 企业技术标准联盟高效、稳定运行的关键——联盟稳定性的过程控制；再次，基 于联盟的形成动因和影响盟友选择的各种因素对高技术企业技术标准联盟的运行 机理进行了深入剖析，总结了联盟运行过程中具有周期性、动态性、层次性和复 杂性等特征；最后，根据联盟运行特点和稳定性控制要点，构建了高技术企业技 术联盟稳定性控制的马尔科夫链模型，通过算例分析提出了联盟实现稳定状态的 方法和稳定性控制的相关管理建议。上述研究表明，我国 高技术企业技术标准 联盟起步较晚，其组 建、成长、成 熟等过程尚不稳定。因此在不同的发展阶段，需要根据高技术企业技术标准联盟 的不同状态采取针对性的措施进行有效控制。本研究考虑了联盟内部的动态演化 过程，找到了联盟实现稳定状态的最短路径，提出了协调利益分配的方法和措施。 上述研究成果为促进高技术企业技术标准联盟稳定与联盟稳定性控制研究提供了 理论支撑和实践参考。 关键词：技术标准联盟；运行机理；马尔科夫链；模型构建；稳定性控制AbstractIn the context of economic globalization, technology standard has become the key point in the competition of hi-tech companies. The one who mastered the standard grasps the initiative in the market. But the process of developing and setting up a technology standard is long and tough, a single enterprise could not afford the risks of capital, technology and other aspects. Then, the technology standard alliance has come into being as a booster of technology standard setting and promotion. Studies at home and abroad have shown that the development of alliance is perplexed by low stability and high failure.
