摘要本文首先确定了英大财险江苏分公司(以下简称江苏分公司)的发展愿景：实现总公司要求的区域销售中心、客户服务中心和承保利润中心，并从外部环境和内部环境两方面对江苏分公司的发展环境进行了详细分析和评判，结果表明：江苏分公司外部因素和内部因素综合得分分别高于和低于2.5的平均水平，说明江苏分公司所处的外部环境较好，但自身发展存在着严重的不足。进而应用SWOT战略规划工具对江苏分公司可选的发展战略进行了分析，并得出江苏分公司应采取WO(劣势—机会)战略，江苏分公司不仅要努力弥补自身的诸多不足，而且要把握住发展机会，提升市场业务经营业绩，增强公司综合实力，随后结合SWOT分析结果，从集团业务、市场业务、客户服务、机构与人力资源以及财务管理5个主要的经营管理方面，提出了江苏分公司具体的发展战略对策。最后借助于AHP和TOPSIS综合评价工具，对江苏分公司发展战略对策的预期实施效果进行了综合测算，结果表明：江苏分公司通过各项发展战略对策的有效实施，“十二五”期间其预期的综合实力和综合发展水平处于稳步提升时期；江苏分公司预期综合实力有望得到稳步提升，预期综合实力由2011年接近0.1的水平上升至2015年0.95的水平，并有望在2015年进入江苏省财产保险行业前8位。关键词：英大财险江苏分公司；发展战略；实施效果；综合测算AbstractThispaperfirstlygeneralizesYingdapropertyinsuranceJiangsubranch(Jiangsubranchforshort)’sdevelopmentobjectivethatitshouldbeturnedintotheregionalsalescenter,customerservicecenterandunderwritingprofitcentersoastomeettherequirementsofitsHeadCorporation.Anditsdevelopmentsurroundingsintermsofexternalenvironmentandinternalenvironmentareanalyzedandidentifiedindetailandresultsindicatethatthecompositescoresofitsexternalandinternalfactorsarehigherandlowerthantheaveragelevel,2.5respectively,whichmeansthatalthoughJiangsubranchisinagooddevelopmentenvironment,itsowndevelopmentshortfallsarerelativelysevere.Further,SWOTstrategyplanningtoolisadoptedtoanalyzeitsoptionaldevelopmentstrategiesanddrawthatitshouldtaketheWOstrategyinwhichJiangsubranchissupposedtonotonlymakeupitsshortfallsineachrespect,butalsoseizethedevelopmentopportunities,improveitsoperatingperformancelevelofmarketbusinessandenhanceitscomprehensivestrength.Subsequently,inaccordancewithSWOTanalysisresults,detaileddevelopmentstrategiesforJiangsubranchareproposedfromthefiveaspectsofoperationandmanagementwhichincludegroupbusiness,marketoperations,customerservice,institutionsandhumanresourcesandfinancialmanagement.Finally,theforecastimplementationeffectofitsdevelopmentstrategiesiscomprehensivelymeasuredbymeansofAHPandTOPSISmethodsandresultsdemonstratethatthroughtheeffectiveimplementationofeachdevelopmentstrategy,itsforecastcomprehensivestrengthandcomprehensivedevelop
