学校体育政策执行力评价指标体系 　　摘要:在系统分析学校体育政策执行力内涵和特点基础上,运用特尔菲法通过两轮专家问卷调查,建立起了由个人执行力、组织执行力、学校体育政策、学校执行资源与环境及执行效力5个1级指标、12个2级指标和35个3级指标组成的学校体育政策执行力评价指标体系,并采用层次分析法确定了学校体育政策执行力评价指标体系的权重。 　　关键词:学校体育;政策执行力;评价指标体系;普通中小学 　　中图分类号:G807.0文献标识码:A文章编号:1006-7116(2010)06-0046-05 　　 　　A scholastic physical education policy execution power evaluation index system 　　WANG Shu-yan1,ZHOU Deng-song2 　　(1.School of Physical Education,QiQiHaer University,QiQiHaer 161006,China; 　　2.Capital Institute of Physical Education,Beijing 100088,China) 　　 　　Abstract: On the basis of systematically analyzing the connotations and characteristics of school physical education policy execution power, the authors, by applying the Delphi method and going through 2 rounds of questionnaire survey for experts, established a school physical education policy execution power evaluation index system that consists of 5 level 1 indexes, namely, individual execution power, organization execution power, school physical education policies, scholastic execution resources and environments, as well as execution efficiency, 12 level 2 indexes and 35 level 3 indexes, and by adopting the hierarchy analysis method, determined the weights for the school physical education policy execution power evaluation index system. 　　Key words: school physical education;policy execution power;evaluation index system;common elementary and middle schools 　　 　　目前,政策执行力研究正在成为公共政策研究领域的一大热点。作为教育政策和体育政策之一的学校体育政策,它的有效执行将关系着我国教育方针的全面落实和新时期我国教育目标的预期实现。同时,学校体育政策是否得到有效执行,直接关系着我国广大青少年体质的增强,进而影响着中华民族素质的全面提高和国家未来的健康发展。近年来,为了切实增强青少年体质,加强青少年体育,我国出台了一系列的学校体育政策和措施予以支持和保障。至此,学校体育政策是否得到有效执行?什么是学校体育政策执行力?如何科学定量评价学校体育政策执行的能力和效力?等等,这一系列问题的研究将具有重要的理论和实践价值。 　　 　　1学校体育政策执行力 　　 　　 　　 政策执行研究兴起于20世纪70年代,以普雷斯曼和韦尔达夫斯基在1973年对美国“奥克兰计划”执行的跟踪研究报告《政策执行》一书的出版为标志。政策执行研究包括3种研究范式和7种理论,其中政策执行理论以“行动理论”和“组织理论”最为突出。我国关于政策执行研究起步较晚,20世纪90年代才出现一些相关论文,陈振明[1]认为:“政策执行是政策执行者通过建立组织机构,运用各种政策资源,采取解释、宣传、实验、实施、协调与监控等各种行动,将政策观念形态的内容转化为实际效果,从而实现既定政策目标的活动过程。”把“政策执行”与“力”真正结合在一起,它既不同于传统行政法学中的行
