摘要信访工作作为各级党政部门与群众联系、沟通的桥梁和纽带，在构建和谐社会这一战略中，起着举足轻重的作用。特别是随着改革的不断深入和发展，我国经济社会加速转型以及社会利益格局的调整，管理机制发生了重大变革。本课题的研究者以SR经济技术开发区为例，首先，通过访谈对SR经济技术开发区基层信访工作存在的问题进行归纳总结，认为当前存在的主要问题是群众信访总量上升、反映的问题越来越集中、老问题比较突出、信访工作人员素质需进一步提高、同时还呈现出群体上访的隐患；其次，笔者对基层信访工作进行理论分析；最后进行构思，认为该区域存在的问题和所遇到的困难应该通过转变政府职能、畅通群众意愿表达渠道、对公共权利进行有效控制三个方面进行调整。关键词：信访；基层；治理IABSTRACTPetitionworkascontactwiththepeopleandgovernmentdepartmentsatalllevels,publicandgovernmentagenciestocontactbridgeandlinkthisstrategyinbuildingaharmonioussociety,playsapivotalrole.Especiallywiththedeepeningofreformanddevelopment,acceleratethetransformationofChinaseconomicandsocialinterestsofthesocialpatternofadjustment,managementmechanismhasundergonemajorchanges.TheauthoroftheresearchprojectsSREconomicandTechnologicalDevelopmentZone,forexample,firstofall,theauthorthroughinterviewswiththeSREconomicandTechnologicalDevelopmentZonecurrentgrass-rootspetitionproblemsweresummarizedthatthecurrentmajorproblemsaremainlyintheregionofthemasspetitionintotalafurtherriseinthepetitionconcernsincreasinglyaddingconcentrated,forsomeoldproblemsrepeatedlypetitionpetitionissuesarestillquiteprominentintheregionpetitionstaffneedtofurtherimprovetheoverallquality,whilealsoshowingtherearecommunitiesouttherehiddenpetition;Secondly,Iworkforthegrass-rootspetitiontheoreticalanalysis;Finally,theideathattheproblemsoftheregionandthedifficultiesshouldberesolvedthroughthefollowingstrategiesthatneedtopetitionworkinformationplatformfornewideas;governancetechnologiesthatgrass-rootspetitionstillexistsomeproblemsofgovernancethereisstop-gapmeasures,responsibilitycontractSRstem,withtheyuantosolvecontradictionsamongthepeople,besiegedareasofgovernancedeficiencies;thinkshouldtochangethefunctionsoftherelevantgovernmentdepartmentschange,theneedtofurthersmoothchannelsforexpressionofthewillofthemasses,effectivecontrolofpublicrightsofthreeaspectsofadjustment.Keyword：Petition;grass-rootsgovernance;petitiongrassrootsgovernanceII目录第1章绪论............................................................
