摘要随着建设项目法人负责制的推广深入和与国际惯例接轨，项目招投标制、 项目业主责任制和风险投资机制的逐步推行，以及国际保险市场的局限性和我 国保险市场发展的相对滞后，都要求企业加强自身的项目风险管理，铁路建设 项目风险管理的研究和推广具有重大的现实意义，另外，铁路工程项目风险管 理贯穿于项目从拟订规划、确定项目规模、工程设计、工程施工、直至建成投 产的全部过程，同时，针对本项目投资建设有着诸多风险的特点，很有必要对 这一课题进行研究。本文从业主的角度，在调研的基础上，并结合本项目实际情况，进行广泛 的文献研究，以现代项目风险管理的科学方法结合MBA课程学习的理论作为基 本的方法论，来进行铁路建设项目中的风险问题研究。通过文献研究掌握了国 内外项目风险管理的一些评价方法与控制经验，本课题的研究采取理论结合实 际的研究方法，对白音华煤电公司铁路建设项目的JxL险管理进行全过程的研究， 采用规范、系统的方法来完成论文。通过本论文的研究明确了铁路建设项目风险管理的概念，从理论和方法上 对铁路建设项目风险的识别、估计、评价、应对、监控进行了深入的研究。在 理论上为国内从事相似风险管理研究的人员提供了研究的方法和思路。通过研 究得出白音华煤电公司的铁路建设项目整体风险水平是可以接受的，但在项目 实际运行过程中应建立起一套系统的、科学的、适用的并逐步完善的铁路建设 项日风险管理体系。关键词：铁路建设项目；风险管理：研究AbstractAIong with the construction item the expansion that legai Derson is responsible for make is thorougll and is in line with intemational llsual practice，the item recruits to bid to make．the itern owner responsibility system the moderate breezes insuraIlce the investment mechanism premeds graduaily,and the item risk that international iusl．1rance market ail requests the business enterprise to strengthen the oneself after limit sex and the opposite of the market development of the oBr country insurancemanagement，the railroad construction the item risk management of research andexpansion have the important realistic meaning．moreover,the railroad engineeringthe item risk the management pierce through in itern from draw up the programming， assurance that item scale，engineering design，engineering construction，keep to go to set up the hurl produce of ail process。at the same time，aim at this item investment construction has many risks of charaeteristies，have the necessity very much to carry on the research to this topic．This Paper is from the angle of the owner,in the foundation for investigate，andcombine the actual circumstance of this itern．carry on the extensive cultural heritage research。with science that the modem item risk nlanage method combined the theories of the MBA course stu“to be the basic methodology,carry on the risk problem research within the railroad
