摘 要 财政分权与地方经济增长关系的研究一直备受关注，本文立足于国内外经典 的财政分权理论和经济增长理论，依照我国财政体制改革的实践历程，以重庆市 直辖以来的相关经济数据为依托，通过实证检验分析、经验分析以及对比分析等 多种方法相结合，力图研究出财政分权与地方经济增长的关系，以及财政分权影 响地方经济增长的实现途径和效果差异程度。研究的结论表明：（1）财政分权对 地方经济增长有“正的”效益，两者之间是正相关关系。（2）传统的劳动投入和资本 投入指标仍然是地方经济增长的主要推动力，且与财政分权这一制度性技术指标 相比，劳动投入和资本投入的弹性系数更大些，对地方经济增长的贡献更多些， 财政分权的正效益还没有完全突显出来。（3）财政分权最终是通过影响地方经济 增长模式来实现对地方经济增长的正效应，其传导和实现途径主要是通过财政收 支制度的安排来影响地区人均 GDP，固定资产投资比重和产业结构等因素，从而 对地方经济增长起作用。（4）各地区原有经济状态、文化背景及历史环境等情况 不同，对财政分权的接受力度和反映程度也会产生差异，总体上讲，原有经济环 境偏好的地区财政分权对地方经济增长的正效益更明显。针对上述结论，提出了 四点有用的政策建议：一是我国的财政分权制度应不断健全和完善；二是今后有 关财政分权的研究重心应转移到财政分权效应差异化这一角度上来，应采取各种 有效措施来缩减各地区间财政分权效应差异，尤其应加大对西部地区的财政支持； 三是坚持改革开放依然是促进地方经济增长的关键因素；最后一点至关重要，应 该尽早完善各种财政分权的配套制度安排，使财政分权制度对地方经济增长产生 长期的正效益。 关键词：财政分权，地方经济增长，效应差异化  ABSTRACT The Relationship between Fiscal Decentralization and Local Economic Growth always receives much concern. Based on the classical theory of the Fiscal Decentralization and Economic Growth home and abroad, according to the practical process of Financial System Reform in our country, by sampling the economic data of Chongqing after Direct Jurisdiction, under the combination methods of empirical analysis、experience analysis and comparative study, this paper will try to excogitate the relationship between Fiscal Decentralization and Local Economic Growth, and discussing the influence about Fiscal Decentralization upon Local Economic Growth. The results are as follows: (1)Fiscal Decentralization can come into positive on Local Economic Growth，and there is a positive correlation between them. (2) Labor input and Capital Investment are the main driving forces of economic development, and their Elastic Coefficient are larger than Fiscal Decentralization index, so that the positive benefit from Fiscal Decentralization is not obvious. (3) The conduction and realization way of positive effect from Fiscal Decentralization is by reacting at per capita GDP、the proportion of Capital Assets Investment、Industrial Structure Adjustment and so on , in orde
