PAGE 1　　　　　　 　 摘 要工程总承包和工程项目管理是国际通行的工程建设项目组织实施方式。积极推行工程总承包和工程项目管理，是深化我国工程建设项目组织实施方式改革，提高工程建设管理水平，保证工程质量和投资效益，规范建筑市场秩序的重要措施；是勘察、设计、施工、监理企业调整经营结构，增强综合实力，加快与国际工程承包和管理方式接轨，适应社会主义市场经济发展和加入世界贸易组织后新形势的必然要求；是贯彻党的十六大关于“走出去”的发展战略，积极开拓国际承包市场，带动我国技术、机电设备及工程材料的出口，促进劳务输出，提高我国企业国际竞争力的有效途径。本论文在系统的背景分析基础上，之处施工总承包模式依据是国内建筑市场主要的承发包模式。并针对当前施工总承包模式下，项目实施阶段缺乏有效的制衡机制、承包商难以自律以及层层分包体系增加了利润分成等问题，基于建筑业的特性分析以及业主的需求，引入建造服务理念，辩证的之处施工总承包商是建造服务的提供者，建造能力是承发包市场的交易对象。同时，从构画建造成本报价体系，建筑起项目实施阶段的利益制衡机制，承包商为业主提供建造成本控制服务等角度进行优化研究，其目的是突显承包商的建造能力，促进承包商自律，提高业主的项目建设效益。本论文自始自终贯彻对分析的研究方法，系统的把当前建筑领域实施的行业政策与改革举措统一起来。关键次： 建筑施工总承包；工程项目管理与控制；工程造价管理与控制 A b s t r a c t General contracting and project management is the internationally accepted way of organizing the implementation of construction projects.Actively promote the general contracting and project management of construction projects to deepen our way of organizing the implementation of reforms to improve the level of construction management, ensuring the quality and investment efficiency, standardize the order of important measures to the construction market; a survey, design, construction and supervisionenterprises to adjust operation structure, enhance the overall strength, speed up the international project contracting and management standards, the development of the socialist market economy and accession to the new situation after the World Trade Organization, the necessary requirements; is to implement the National Congress Party on the going outdevelopment strategy, actively explore the international contracting market to drive our technology, and engineering materials, mechanical and electrical equipment exports, and promote labor export, to improve the international competitiveness of Chinas enterprises an effective way.
