青岛高新区综合管廊维护运营管理模式研究 摘 要 近年来随着城市网络型市政管网体系的快速发展，因为管线扩容、更新、维 修等造成的道路反复开挖十分常见，不仅给居民的正常生活造成了不便，同时带 来的是环境污染、噪音污染以及管线交叉损害、城市交通拥堵、商业利益损失等 等其它方面的社会成本显著增加，已经成为了制约城市基础设施发展和环境改善 的瓶颈。在这种背景下，综合管廊作为解决城市基础设施建设中矛盾比较有效的 新模式逐步得到认可和推广。 综合管廊就是城市地下管线的综合走廊，即在城市地下建设一个隧道空间， 将水、电、气、热、通讯等各类城市市政管线集于一体，人和小型机械可以进入 廊内作业。青岛高新技术产业开发区是国内新城区建设中综合管廊系统大规模应 用的示范区，为综合管廊在国内的应用提供了样板。文章通过青岛高新区综合管 廊建设和应用的实际，总结综合管廊在新城区应用中的经验和不足，力求在实践 基础上研究探寻适合青岛高新区实际，较合理完善的综合管廊维护运营管理模式 和体制机制，并尝试探讨以综合管廊为核心的公用事业体制机制创新。 文章采用理论联系实际、案例分析及定性与定量分析相结合的研究方法，借 鉴国内外综合管廊维护和运营管理先进经验，针对青岛高新区综合管廊的维护和 运营管理问题，从管廊的建设及投融资，管廊维护管理工作体制机制、措施流程、 制度体系、绩效考核，管廊运营的财务体制、成本收益核算、费用收取等方面进 行了论述，并总结了青岛高新区综合管廊实际管理中的经验、不足和急待解决的 问题。 相比于目前传统的直埋管线模式，综合管廊在城市市政基础设施发展中无疑 是更加合理，便捷和节约的新模式，今后的应用前景将是十分光明的。但目前对 于综合管廊的维护运营管理方面的法律法规及政策指导尚有很大差距，如产权归 属、相应立法、设计和建设标准、收费方式和收费标准的制定以及其它政策支持 还明显滞后，给综合管廊的广泛推广应用造成了不便。今后青岛高新区的综合管 廊的维护运营管理应更多从完善政策法规，创新体制机制等方面入手，结合当地 实际情况建立合理可行的维护运营管理模式,在这方面还有很长的路要走。 关键词：综合管廊；维护；运营；管理模式 Management Mode Study of Maintenance and Operation for the Utility Tunnel System in the Qingdao High-tech Zone Abstract In recent years, the repeated excavation on the roads becomes very common because of the pipeline expansion, renovation, and maintenance under the rapid development of the municipal utility tunnel system. This situation causes inconvenience to people’s normal lives resulting in environmental pollution, noise disturbance as well as the significant increment of social cost regarding damage of crossed pipelines, urban traffic congestion, the loss of commercial interests, etc., which has also become a bottleneck restricting the development of urban infrastructure construction and environmental improvement. In this context, the underground Integrated Pipeline System has been recognized and promoted gradually as a new and effective model to resolve contradictions in the construction of urban infrastructures.
