胜利油田“岗效薪点”工资管理系统的设计与实现-design and implementation of salary management system for

摘 要
胜利石油管理局劳资处是掌控全局劳资管理业务的重要部门,随着国有企业 改革的深入,胜利油田从 2003 年起引入了“岗效薪点”工资管理制度。新制度的 引入使工资管理水平有了很大的提高,但同时也与原有的工资管理流程和工资管 理软件产生了矛盾。为了促进全局工资管理业务的提高,同时也为了推动油田劳 资改革的深入开展,管理局劳资处决定开发一套《“岗效薪点”工资管理系统》。 系统采用了 C/S 与 B/S 相结合的运行方式,在开发方式上采取了多点开发、集中 管理的方式,即满足了管理局劳资处管理业务的数据需求,又满足了各二级单位 在具体管理流程上的个性化。在推广中采取逐点推广的方式,保证了处理用户反 馈的及时性。“岗效薪点”劳动工资管理系统充分综合各级单位系统的数据信息和 分析成果,实现了企业劳动工资管理业务在计算机网络环境中的综合应用与管理, 达到了集成化的信息资源共享,辅助油田各管理部门、各领导对油田工资管理信 息快速准确的掌握,从而为决策的制定提供一个快速准确的依据。同时也与胜利 油田建设“数字油田”的大方针一致。本文内容主要以该系统在试点单位临盘采 油厂的开发过程为主,其它单位的开发过程基本类似。

Labor Wage Management Department of Shengli Oil Field, an important department which in charge of labor and wage management of the whole organization. As the reform of state-owned enterprises going at a closer range, “Post-Performance based Salary” was introduced to Shengli Oil Field in 2003. This new management system has brought great improvement to the wage management system. However, it also makes contradictions with the original management procedure as well as management software. To solve this problem and push forward the labor wage management reform, we decided to develop a new “Post-Performance based Salary” management system. It combined C/S and B/S modes. As far as system development is concerned, multipoint development, centralized management is used to satisfy the need of both centralized data requirement of Labor wage Department, and personalized business procedure of its clients. For the popularization of the system, gradually popularizing unit by unit is used to make sure users give feedback in time. “Post-Performance based Salary” labor wage management system fully synthesizes data information of separate units in Shengli Oil Field, making computerized and internet labor wage business management and application come to realize, centralized information resource sharing is achieved, as well as more easily information acquisition for decision making.
