汕头大 汕头大学硕士学位论文 我国农民工培训的政府责任研究 I I 中文摘要 我国农村劳动力资源丰富，但是也面临着劳动者素质不高，劳动技能层次低等问题， 这直接影响了农民的收入，同时也阻碍了我国的工业化和城市化进程。因此，对农民工进 行培训具有很强的现实和战略意义。我国政府在农民工培训中是否应该承担责任，应该承 担多大范围的责任成为学界关注的问题。 本文以人力资本和公共服务理论作为理论基础，分析政府在农民工培训中的责任。笔 者以劳务输出大省——河南省农民工培训情况为例，通过调查发现农民工培训意识不强， 培训市场不规范，政府角色定位不准确。政府在培训工作中的责任不足之处，具体表现在： 政府宣传工作不到位、对培训的财政支持力度不够、政府机构包办培训效率低下、对培训 机构的质量监管不力等等，最终造成了我国的农民工培训收效甚微，资源浪费严重的局面。 针对以上问题，本文认为，农民工培训应该坚持以政府为主导的市场化运作，发挥市 场的资源配置作用，注重政府的监督和调节功能。首先，从思想上引导、从法制上保障农 民工参与培训；其次，加大对培训的财政投入力度；再者，协调各级政府之间，政府各部 门之间，各培训机构之间的关系；最后，做好效果评估和监督工作。通过上述的对策分析 来理清政府在农民工培训中的责任，以取得良好的实践效果。 关键词 农民工；培训；政府责任 I II Abstract Our labour is abundant in rural areas, however, their educational and skill levels are not high. This situation directly affects the income of farmers, which hinders the countrys industrialization and urbanization. Therefore, training migrant workers has great practical and strategic significances. It caught the scholars’ eyes whether the Chinese government should undertake the training responsibility, and how wide it should undertake. On the basis of human capital and new public service theory, this paper analyzes what responsibility the Government should take on migrant workers’ training. Taking the labor-exporting province- Henan Province as an example, the author discovered that migrant workers’ training awareness is not strong, the training market is not regulate and the government play inaccurate role. Governments deficiencies in training, concretely manifest in: The government propaganda work does not enough, financial support is not sufficient, government agencies arranged training is inefficiency and the institutions is short of supervision, etc. Those finally led to low effect and serious waste of training resources. In view of above questions, this paper summarized that the migrant workers training should insist the government-driven and market orientation.
