Abstract Construction Projects, especially the state’s key investment projects often have such character as enormous scale of investment, long construction period, technical risk and economic risks. And there are often impact by the ecological environment and many other uncertain factors. As result it is often conduced that the consequences of the actual construction of the project have some degree of departure from what people had expected. In recent years, with the sustainable and fast development of Chinese economy, railway networks, had been developed at an astonishing fast speed, which brought on increasingly severe ecological environmental problems in the mean time. As a result, the development of ecological environmental impact assessment of railway construction presents great strategic sense in realizing the co-ordination between the railway construction and the social, economic, environmental benefit and promoting the sustainable development of railway traffic enterprise as well. Railway construction project possess a lot of characteristics, such as much more invested funds, large construction scale, long period, many complicated contents, easily affected by the natural factor and society environment etc. From decision phase to operation phase there is much risk factor. The ecological risk is the risk endured by the ecosystems and their all compositions. It indicates the effects to ecosystems and their compositions from uncertain accidents or disasters.
