II II ABSTRACT As coal industry and electric utility industry are the basic energy industry of our national economy,the greatly fluctuation of both the price and supply of their product will exert an influence on the relevant downstream industry and peoples living,also have a negative impact on the healthy development of the national economy.With the unsynchronized process of market reform of coal industry and electricity industry implemented by the government,and the demand promoted by the high-increased economy because of the entry to WTO,the contradictions between the two closely linked industries has become more and more sharply.Since from 2002,there are coal shortage and electricity shortage in some areas even in the whole country for several years.In other words,the vertical relationship between coal industry and electricity industry is in tension.Because of the energy consumption structure and limit of electricity generation technology of our country,our power generation will relies on the coal in a long run of the future.Beside,as the highly demand of electricity created by Modern society,the serious coal-electric confliction will be unable to meet the high-level consumption of power,and do damage to the healthy development of our economy and the normal living of Chinese. As a result,the government has to take several variety measures to solve this problem,such as the negotiation meeting of the supply and transportation of coal,the price co-adjust mechanism of coal and electricity, and encourage the coal and electric power enterprises to cooperate to alleviate this contradiction.Meanwhile,in recent years the Integration of coal and electricity industry has become the mainstream in their vertical cooperation at the same industrial chain. So,it became a hot topic of the academic community who focus on that to research the deep-rooted reasons of coal and electricity confliction and the best vertical relationship of coal and electricity industrial chain.
