公立医院改革背景下高值医用耗材规范化管理研究与实践 　　[摘要] 高值医用耗材与医院的医疗质量、技术水平、经济效益密切相关，是医院管理的重点内容，但由于高值医用耗材本身的特殊性，其管理存在很多难点问题，因此不规范现象在各大医院普遍存在。但随着公立医院改革的落地生根，对高值医用耗材严加管理已经势在必行。本文阐述了公立医院改革后医院高值耗材管理面临的形势和要求；列举了医院普遍存在的高值医用耗材品规虚多、申购使用不规范等诸多问题；系统介绍了江苏省中医院建立多部门协作机制，充分运用信息化平台，推广条形码技术，严格落实新品准入规定，规范申购流程，开展合理使用评价等，多管齐下加强高值医用耗材规范化管理，取得实质性成效的实践过程，供同道参考。 　　[关键词] 公立医院改革；高值医用耗材；规范化管理 　　[中图分类号] R197.39 [文献标识码] A [文章编号] 1673-7210（2016）12（a）-0154-05 　　Research and practice of the standardized management of high value medical consumables under the background of public hospital reform 　　PAN Jiawei CAI Yuping ZHAO Qiong LU Wanqin MAO Chenggang SUO Shi 　　Purchase and Supply Center， Jiangsu Province Hospital of Traditional Chinese Medicine， Jiangsu Province， Nanjing 210029， China 　　[Abstract] High value medical consumables are closely related to the medical quality， technology level and economic benefits of a hospital， and they are important contents of hospital management. But special characteristics of high value medical consumables bring difficulties to the management， so nonstandard phenomena almost exist in every major public hospital. With public hospital reform taking root， it is now imperative for hospitals to take strict management on high value medical consumables. This paper expatiated the situation and requirements of the management of high value medical consumables after public hospital reform； listed numbers of existing common problems， such as overestimate of varieties， nonstandard purchase and use； then systematically introduced the measures adopted by Jiangsu Province Hospital of Traditional Chinese Medicine： establishing a multi-departments cooperation mechanism， making full use of information platform， promoting the barcode technology， strictly implementing the new access rules， controlling the whole purchase process， and carrying out the rationality evaluation on the usage， etc..
