公安院校结合通识教育新型人才培养模式 　　摘 要 多年以来，公安院校的教育培养模式多年来一直处于探索和完善之中。在新时期新形式下，公安干警需要具有良好的人际交流与沟通能力、较高的人文素质和较强的责任心。因此，公安院校有必要大力开展通识教育、全面提升学生的综合人文素质。本文从公安院校的人才培养现状、通识教育的内涵与国内高校开展现状、公安院校加强通识教育的必要性等方面进行了论述，并给出了公安院校开展通识教育的措施建议。 　　关键词 公安院校 通识教育 人才培养模式 　　中图分类号：G640 文献标识码：A DOI：10.16400/j.cnki.kjdkx.2017.08.013 　　A New Talents Training Mode with General Education in 　　Police Colleges and Universities 　　CAO Pingping， GUO Xiaochun 　　（Department of Basic Teaching and Research， National Police University of China， Shenyang， Liaoning 110854） 　　Abstract Over the years， the education training mode of police colleges and universities has still been researched and tried to make it better. In this paper， we discuss the talents training situation in police colleges and universities， the connotation of general education and its current situation in domestic colleges and universities， and the need to enhance general education， etc. And the measures and suggestions to carry out general education in police colleges and universities are also provided in this paper. 　　Keywords police college and university； general education； talents training mode 　　1 公安院校人才培养现状 　　公安院校是培养公安干警的摇篮，一直以来，公安院校的培养目标是培养出具有坚定的政治信念、过硬的纪律作风、精湛的业务技能、良好的身体和心理素质的人民警察。为了更好地达成这一目标，公安院校的教育培养模式多年来一直处于探索和完善之中。[1]公安教育究竟应当培养什么样的人才，具有哪些综合素质的公安院校毕业生能够更好地适应公安岗位，服务人民群众？这一问题长期存在不同的见解。目前，大多数的公安院校对人才培养缺少一个明确的定义，这样使得人才培养目标单一。大多数院校都将培养重点放在专业技术上，这样就形成了“轻基础、重专业”或“轻人文、重技术”的培养模式。[2]在这样的培养理念主导下，公安院校的在校生往往会觉得自己与地方院校学生不同，不用关心提升自己综合素质的基础或人文学科，只需强健体魄和学习公安技术即可。尤其是在21世纪初，主管部门一度有意取消公安院校的本科生培养，改为录用普通高校毕业生进行警务技能培训后从警的方式。虽然由于此举存在着较大的弊端和广泛的争议，并未得以实行。但从中也可看出，我国公安院校人才培养的定位长期处于模糊和探索之中。这样一来，公安院校的毕业生较之普通高校毕业生而言，在身体素质、纪律性、警务技能等方面明显占优，但在人文素质等方面
