博弈论视角下政府APP便民服务研究 　　摘要：信息化?r代，我国现代电子政务迅速发展，政府APP成为政府服务公众的重要渠道，政务便民化的问题日益凸显，社会公众对政府提供优质便民服务的呼声日益高涨。该文研究的目的是探讨我国在新的历史时期下如何适应社会的新需求，解决好阻碍社会发展的问题，更好地提升政府管理的良好形象，运用电子政务技术――政府APP让广大人民群众都能够享受到政府的优质服务，提高生活质量，为促进和谐稳定、祥和幸福的社会作一些贡献。该文主要内容有两部分：一是通过文献回顾法，分析归纳出政府APP的含义、特点、功能、作用和意义，还有建设政府APP的支撑条件、现有问题和解决途径；二是运用博弈论的囚徒困境模型理论来研究分析政府APP便民服务在运行过程中，政府部门与公众的博弈情况，从而得出的结论是：博弈双方都应该选择主动参与、相互配合的决策，才能够在整体上取得最好的效果。也就是政府应该主动提供政府APP便民服务，而公众则应该主动接受政府APP便民服务，这样才能够取得最好的效果、构建和谐幸福的社会。 　　关键词：政府APP；便民服务；囚徒困境博弈；政府与公众 　　中图分类号：TP393 文献标识码：A 文章编号：1009-3044（2018）15-0076-07 　　Study on the Governments APP Public-convenience Service from the Perspective of Game Theory―Based on the Prisoners Dilemma Game Model 　　LIANG Wei-xin 　　（South China Agricultural University， Guangzhou 510642， China） 　　Abstract：In the information age， with Chinas rapid development of modern electronic government， government APP has become an important channel of government providing public-convenience services. The problem of the convenience of government affairs is becoming more and more prominent， and the public’s voice in providing high quality service to the government is growing.
