在拉动内需过程中不容忽视问题及对策 　　摘要:当前拉动内需确实有相当难度。但在扩大内需,财政政策和货币政策相配合发挥作用的过程中,有限的资金如何在使用中不浪费,就要高度重视资金使用的监管问题;有限的资金如何安排,首先要解决迫在眉睫的问题,诸如大学生就业和农民工返乡问题,如果解决不好可能演变为社会危机;如何让财政补贴使农民真正得到实惠,家电下乡农民买的起,但用不起的问题;第三代移动通信业务成为扩大内需的热点,被淘汰的废旧手机如何回收和有效处理,如果处理不当,废旧手机对环境的污染不可小觑,这将成为以牺牲生态环境为代价的拉动内需的方式,难以为继。这些都是在拉动内需过程中不容忽视的问题。应采取项目跟踪监管制度,使有限的财政资金在使用中不浪费;采取多种措施解决毕业生就业问题;尽快建立政府、社会各方面参与,培训与就业紧密结合的培训机制,解决农民工就业;提高农民的收入及调整对农民补贴的结构,让财政补贴使农民真正得到实惠;成立专业废旧手机回收市场,防止被淘汰的废旧手机对环境的污染。 　　关键词:拉动内需 金融危机 扩大就业 财政补贴 　　 　　Needs in the process in drawing the not allow to neglect question and countermeasure 　　Liu Xinling 　　 Abstract:In current drawing must have the suitable difficulty truly.But needs in the expansion,the financial policy and the monetary policy coordinate to play the role in the process,how doesn’t the limited fund waste in the use,must take the fund use highly the supervising and managing question;How does the limited fund arrange,first must solve the imminent problem,such as the university student employment and the peasant laborer return to one’s native village the question,if the solution not good possible to evolve for the social crisis;How lets the fiscal subsidy enable the farmer to obtain the actual benefit truly,the electrical appliances goes to the country the farmer to buy,but cannot use question;The third generation mobile communication service becomes the hot spot which in the expansion needs,the worn out handset which eliminates how is recycled and effective processing,if processes improper,the worn out handset cannot belittle to the environment pollution,this will become sacrifices the ecological environment the way which will need for in price drawing,will be difficult to sustain.These all are needs in the process in drawing the not allow to neglect question.Should adopt the project track supervising and managing system,causes the limited financial fund not to waste in the use;Takes many kinds of measures to solve the graduate to get employed the question;Establishes the government,th
