Biological industry developing quickly, but there are also some problems about safe, market, legal system, management, and so on. The development of biological industry is closely related to biological resources. Rich biological resources is the material basis for the development of biological industry. The characteristics of biological resources determines its possibility of being exploited and industrial value ; Different biological resources have different industrial value; Biological resources is not absolutely bad. It is likely to develop and promote the development of biological industry through appropriate development; The destruction of biological resources will restrict the development of biological industry; Good biological industry development requires the rule of law and regulation control. Key words: biological resources; Biological industry; Biological safety 生物产业是当今国际上迅速发展的新兴高技术产业，是极富活力且具有先导性、战略性的产业【1】。它对解决人类社会面临的资源、工业、环境、人口、健康、粮食安全、海洋等问题具有重大的支撑作用，已成为世界各国经济社会发展的战略重点。生物产业具有高技术、高投入、高风险和高回报的特征【1】。生物产业发展迅猛，但同样存在生物安全、市场、法制、管理等方面的问题。 生物产业是通过对生物体及其细胞和分子的组分、结构、功能与作用机理开展研究并制造产品，或通过改造生物并使其具有所期望的品质特性，为社会提供商品和服务的行业的统称。生物产业的发展与生物资源息息相关。生物资源与生物产业之间的关系，我将从以下5点进行简要论述：（1）丰富的生物资源是发展生物产业的物质基础；（2）生物资源的多样性、再生性、地域性、周期性、增殖性等特点决定了其可开发性和产业价值；（3）不同生物资源具有不同的产业价值；（4）生物资源并没有绝对的“利害”之分，通过适当开发，都有可能开拓和促进生物产业的发展；（5）生物资源的破坏会制约生物产业发展。生物产业良性发展需要法治和监管的调控。 丰富生物资源是发展产业的物质基础 生物资源是自然资源的有机组成部分，是指生物圈中对人类有一定经济价值的动物、植物、微生物有机体以及由它们所组成
