山东科技大学硕士学位论文摘要 山东科技大学硕士学位论文 摘要 摘 要 能源是支撑人类经济社会可持续发展的重要物质基础，能源问题一直是我国国民经 济和社会发展中的热点和难点。中国是能源生产和消费大国，同时又是一个以煤炭为主 要消费能源的国家，发展经济与保护环境的矛盾比较突出。能源结构的不合理越来越影 响我国经济的发展甚至是人民的生活，如何在保证我国经济增长的同时降低能源消耗， 是摆在我们面前的一个重要而又现实的问题，能源结构的优化和调整是当前及未来相当 长一段时期内我国能源战略的核心。 本文以现阶段我国及世界能源消费结构的现状为出发点，采用定性与定量相结合的 研究方法，通过收集历年来我国各种能源消费量和有关能源投资及污染治理的大量资料， 建立一个能源结构优化的多目标决策模型，通过对模型全面而系统的分析，利用遗传算 法对模型求解，阐明了未来我国能源结构的发展方向，即我国能源消费结构日趋合理化， 开始由以煤为主，向以水能、核能、风能等可再生能源作为重要替代能源的多元化结构 过渡，但是煤炭在消费结构中的主导地位暂时不会改变。根据优化结果又着重对新能源 的开发和利用进行了深入分析，针对性的提出发展新能源的政策建议，可以从加强立法 与管理、完善经济激励政策、扩大融资渠道以及促进生产技术国际化四个方面着手，以 期能够为能源发展“十二五”规划的制定提供依据。 关键词：十二五；能源结构；遗传算法；新能源 Abstract Energy is important materia l basis of susta inable development of economic society and important strategic materia ls which matter the nationa l economic lifeline and nationa l security. China is a major energy producer and consumer ma inly relying on coal. The contradict ion between economic development and environmental protection is prominent. The unreasonable ness of energy structure increasingly affects the development of nationa l economy and even people s life. How to reduce energy consumption and at the same time to ensure Chinas economic growth is an important and realist ic problem . The adjust ment and optimization of energy structure is Chinas energy strategic core for quite a long time in the current and future . As a strategic new industry, new energy industry is one of the important industries during t he twelfth five-yea r pla n . In the long run, vigorous develop ment of new energy can gradua lly improve the energy structure giving prior ity to coal, especia lly elect ricity supply struct ure. It can also promot e reasonable and effectively use of the conventiona l energy, alleviate the environmental pollution problems related energy, improve the coordination of energy, econom y and environment and realize the susta inable development goal. This paper present use the energy consumption structure status of China and the world as a starting point, wi
