II II Abstract As one of the mass media, TV plays an important role in our daily life. Under the influence of the global excessive entertainment ，Chinese television has entered the phase of excessive entertainment. In order to solve excessive entertainment phenomenon of Chinese television, On October 23, 2011, SARFT issued “further strengthening satellite channels management advice”, commonly known as “the cutback on entertainment” ban. On the face, “the cutback on entertainment” ban just try to limit the proportion of entertainment program, balance the proportion of TV program in our country. While fundamentally speaking, the issuing of “the cutback on entertainment” ban is a deep torture and alert to the culture responsibility of provincial satellite TV station. The purpose of “the cutback on entertainment” ban is not only limiting “entertainment programs”, but also reshaping the socialist core value system and the mainstream values of our country. So it is a certain practical significance that we pay attention to “the cutback on entertainment” ban and the culture responsibility of provincial satellite TV station undoubtedly. Under the impact of economical interests, competition pressure, loss of professional integrity and need of entertainment from the audiences, the variety shows became excessive entertainment ，the news programs became entertainment and the TV serial became vulgar, which makes the TV lost the cultural diversity and cultural tension, eroding the health of young people, and also threaten core values of socialism. “The cutback on entertainment” ban remind provincial satellite TV station of taking culture responsibility. Although quite a few people still hold a skeptical attitude towards the cutback on entertainment ban, the reconstruction of program and cultural responsibility in provincial satellite has already became a fact.
