The effective implementation of the Plastic Bag Ban is at high stake in whether we can reduce white pollution; protect the environment, save energy and cultivating environmental consciousness in the public.Based on theories of public policy, using methods of theoretical and empirical analysis, and social inquiry etc, the thesis evaluates the effectiveness of Plastic Bag Ban in the town of Yishui, Shandong. The first part of the thesis reviews theories of public policy, especially on the evaluation theory, and then sets up the structure for the thesis; then reviews the background of Plastic Bag Ban and delves deeper on its contents. For the case study, we use onsite survey and random sampling for consumers and shop-owners to gather data about the implementation and conception of the Plastic Bag Ban. From the analysis of the data, we know that most consumers know and accept the Plastic Bag Ban, thus shows positive effects of the Plastic Bag Ban. For shop-owners and sellers, we know that the implementation of the Plastic Bag Ban in supermarkets is better than farmers’ markets, in some places, the use of plastic bags are even more than before. As for the producers of plastic bags, most factories responded to the Plastic Bag Ban positively but there are still some plastic bag producers make and sell ultra-thin plastic bags. For the reasons of this, we find that the scope of the Plastic Bag Ban is limited; the implementation of the Plastic Bag Ban is lacking force; the price of plastic bags is not reasonable; the habits and conception of consumers is still stuck to the old way; the producers care only p
