China must explore development impetus mode comprehensively coordinated by multiple impetuses to realize sustainable development of economy and society in resource-style cities. Based on internal-external/upper-bottom two-dimensional model of community development impetus (IFE Model), four kinds of development impetuses such as external impetus-from upper to bottom, external impetus-from bottom to upper, endogenous style-from upper to bottom and endogenous style-from bottom to upper should be overall considered and be developed on parallel, and the policy and system should be innovated.
